Here it is folks. Transfer your content licenses from one box to the other via an online utility. What exactly does that mean?
If you had to send in your Xbox 360 for repair and got a different Xbox
360 box then your Xbox Live Arcade titles and video content may not be
available to play while NOT online. This tool will fix the issue.

The only limitation of this tool appears to be you can only do the process once every 12 months.
